release 2.140.190 - codenamed "akalabeth anklets"

this release sees some old code return for a rematch.  many tests had been
quarantined due to their lack of compiling, through no fault of their own.
a few have now been brought back, such as the test for command line and for
ini configurator.
but the real star of the show for this release is the callstack tracker,
which has been brought back from the dead.  it first debuted in hoople1,
but then lay fallow and unworking in hoople 2; i have proof of that, since
the static method for the object was missing in hoople2!  well, now in feisty
meow, it's back again and actually works now for sure, plus it is now also
thread safe, thanks to the thread_local feature of c++11 apparently.  i was
a little worried about shifting version requirements like that, but gcc has
good support for it and that's our main target, so we're good.
most excellent and exciting changes, from my perspective, especially seeing
the resurrection of those old tests and the callstack tracker feature.  heady
times indeed.
